If your rate change has to wait for a quarterly release window, your competitive advantage is on a quarterly clock too.
Mercury's rating engine is configurable from the same UI a product owner uses every day. Rate factors, tier definitions, surcharges, discounts, and minimum premiums are data, not code. A filed change moves from a state department approval letter into production by way of a versioned rate set -- not a sprint, not a release train, not a hotfix.

The point is not faster for its own sake. The point is matching the speed of your rate decisions to the speed your market actually moves at.
