Every failed cloud migration has a post-mortem that says the same thing: we underestimated change management.

The technical lift of moving a policy administration system to the cloud is real, but it is finite and solvable. The organizational lift -- getting teams to change how they work, trust new workflows, and let go of workarounds baked into the old system -- is ongoing and frequently underestimated.

Carriers that succeed treat migration as a transformation program with a technology component, not a technology program with a change component bolted on at the end.

That means naming a business owner, not just a project manager. It means running training before go-live, not after. And it means celebrating early wins loudly enough that skeptics start to believe.

The cloud does not deliver ROI by itself. The people who use it do.
